When in Zilargo, foreigners are often struck by the lack of a large public police force, or security measures of any serious kind in public facilities. Gnomes speak proudly of their ability to leave their doors unlocked, but really, there is an elaborate set of locks within their society. The main tumbler in this lock is the Trust, a sort of secret police and intelligence agency monitoring the entire state. Through the extensive use of invisibility and teleportation, the Trust is able to rendition any suspect or criminal with no public display, as well as covertly threatening/warning those who even approaching disturbing the public peace.
